Before trying to fix a blurry picture, find the best copy you have. A photo from the original camera contains more useful information than a small screenshot of the same photo. Save a separate copy so you can compare each edit without overwriting the original.
Look at the type of blur. Motion can leave trails; missed focus makes edges soft; compression can create blocks and smudged texture. These problems call for different approaches.
Use a browser-based photo tool

For a blurred text image, check each word and number rather than judging only the overall sharpness. If the image is simply too small, an image upscaler addresses a different need.
Sharpen a picture in Canva
Canva offers photo adjustments for blur and sharpness. Open your photo in the editor and look for the relevant adjustment controls. Start gently and compare the edited image at its intended display size.
This can help with the appearance of mild softness. Stop if edges become outlined or textures look harsh. Available controls can change between editor versions.

Pay attention to faces, lettering and repeated patterns: a result can appear clearer while changing small details.

Unsharp Mask increases contrast around edges. In Photoshop, choose Filter → Sharpen → Unsharp Mask. Adjust Amount, Radius and Threshold while viewing the photo at 100%. A modest adjustment is a better starting point than pushing every slider high.

Sometimes the most effective fix is a new source. Retake a document in better light, ask for the original photo, or scan a print at higher resolution. Sharpening cannot reliably reveal information that is no longer distinguishable.
Be especially careful with unreadable numbers, small faces and heavily obscured text. A plausible reconstruction is not proof of what the original contained.
